JPS designs and develops competency models that support agency mission, values, and goals.  This work includes conducting job analyses, developing competency models and related proficiency levels, and conducting competency assessments.  

U.S. Navy, Naval Sea Systems Command –  For the U. S. Navy JPS conducted a future oriented job analysis which resulted in identifying KSAs for future jobs onboard a new platform, the Littoral Combat Ship (LCS). JPS also supported development of a new scale to measure job stressors.  The JPS team also analyzed the detailing process.

U.S. Department of Agriculture (USDA),  Rural Development (RD) – JPS conducted a job analysis, developed competency models linked to the tasks/KSAs, developed three to four proficiency levels for each competency, and then pilot tested the models with subject matter experts.

U.S. Department of Transportation (DOT), Pipeline and Hazardous Materials Safety Administration (PHMSA) – JPS conducted job analyses for Federal and State pipeline inspectors.  JPS used the results in identifying formal and on-the-job training needs for existing inspectors as well as new hires.

U.S. Department of Veterans Affairs (VA), Central Office Human Resources Staff (COHRS) – JPS has been providing support to COHRS in several ways.  In one effort we designed an on-line competency assessment survey that was completed by employees, their supervisors, and their customers.  We provided training to all employee and supervisors in how to complete the assessment and use the information in the feedback reports.  We also built a software tool that automatically reads the competency ratings and generates a variety of feedback reports.
